DRAFT Minutes of a Meeting of the Tintagel Parish Council

held on Wednesday 13th January 2010

Present: Cllrs. Flower, Wickett, Dangar, Hodge, Dray and Dyer

Apologies: Cllrs. Heath, Smith & Menhenick

Three members of the public were present

Invitation to members of the public to speak prior to meeting regarding items on the Agenda (10 minutes allowed for this item)

Mrs. Flew spoke on behalf of the Lighting Committee to advise that there was no rush to move the lights back to the Social Hall as they still had to be packed up.

Mr. Sandercock spoke on behalf of his son regarding a planning application. No questions from members.

Mr. Goward spoke about his recent decision to retire from the Post Office. His salary has dropped by 1/3rd over 2 years. He has given notice to the Post Office and will close on the 27th February. He had put a proposal to the Post Office that his daughter would open for a further month from Monday - Friday, mornings only. He had not heard back from the Post Office on this matter. He was conscious of the effect it would have on the village but a lot of people now use local paypoints and online facilities to make payments. It was agreed that the Clerk would write to the Post Office to encourage them to accept the offer of a further months service as it was understood that two businesses were possible sites for a Post Office facility but that due to the timescale were not likely to be ready by the end of February. The Clerk would also provide the Post Office with a copy of the section of the Parish Plan relating to the Post Office. The Clerk noted that a representative from the Post Office was willing to attend the next meeting and the Clerk would arrange this.

Mr. Sandercock, a member of the public attending the meeting, thanked Mr. Goward and his staff for the super service they have given to the Parish over a considerable number of years.

The Chairman opened the meeting at 7.10 p.m.

Minutes of the previous meeting 3rd December 2009 and Matters Arising

It was proposed by Cllr. Dyer and seconded by Cllr. Hodge that the Minutes be signed as a true record of the meeting. All in favour.

REPORTS

Police PCSO - Terry Groves was unable to attend the meeting but had been in contact with the Clerk. There were no crimes to report and crime figures are down. The local Police are interested in using a room in the Social Hall on a weekly basis for a drop-in session. This was agreed by the Parish Council and Cllr. Flower agreed to briefly discuss this matter with the Hall Management Committee.

CCC C/Cllr. Brown was absent from the meeting but had provided a report to the Clerk as follows:-

Grant forms had been provided to be returned to him for a Community Grant (approx. £300).

The consultation period for the Parking Places Order finished on the 13th January.

Planning applications will be published in the Cornish Guardian.

The potholes in Bowithick Hill have been reported to the Highways Department.

It was agreed to write to the Highways Department expressing extreme concern at the state of the roads locally and that it was felt Tintagel and the surrounding area is being left out when it comes to Highway repairs. The surfacing to Trevillett is becoming increasingly hazardous. Cllr. Wickett mentioned that this was due to be resurfaced in the next financial year and that we should remind Cornwall Council of this fact. The Clerk noted that on the radio this morning mention was made of some Highways schemes having to be put back because of the overspend due to the recent bad weather.

Cllr. Hodge noted a further item on the radio about the £14m to be spent on refurbishment of Cornwall Council offices. He also felt that the focus on local communities was diminishing. Clerk to write to the local MP and County Councillor Brown about budget cuts and allocation of budget funds.

Trevalga Construction Liaison Group meeting Clerk and Cllr. Wickett attended the December meeting.

A reply from South West Water regarding works across Gavercoombe Park land had been received and Cllr. Wickett will continue to negotiate with them over works carried out across the land.

PLANNING APPLICATIONS

2009/01670 Mr. J. Sandercock, 9 Danmore Close, Tintagel

Demolition of existing extensions and outbuilding and construction of new dwelling

Cllrs. Wickett, Flower and Dangar declared an interest.

Cllr. Dyer proposed no objections, seconded by Cllr. Hodge. 3 abstentions.

2009/01658 Mr. C. Hemmings, Elmington, Tintagel

Alterations and extensions including loft conversion

No objections proposed by Cllr. Dyer, seconded by Cllr. Wickett. All in favour.

2009/01693 Mr. T. Dangar, Gavercombe Farm, Atlantic Road, Tintagel

Proposed agricultural shed

Cllrs. Dangar & Wickett declared an interest.

Cllr. Hodge proposed the decision be left to the planning department. No objections proposed by Cllr. Hodge seconded by Cllr. Dyer. 2 abstentions. Remainder in favour.

2009/01745 Mrs. P.A. Collins, Mrs. B.M. Old & Mrs. C. Grose-Callan, land at Molesworth Street, Tintagel

Construction of 22 dwellings (to include 8 no affordable dwellings), landscaping proposals including badger mitigation measures and access arrangements into and within the site

Agreed that the Parish Council objects to this application as to the previous application due to traffic movements and the access to the development off a main road on a sharp bend. There is also concern about the density of housing on the site which is deemed to be an overdevelopment. It is also understood that Government guidelines say that no large housing developments should be permitted near the coast.

2009/01758 Mr. R. Wickett, Nancledra, Back Lane, Bossiney

Extension of time of 2005/01576 for the erection of a single storey dwelling approved on 17th August 2006

Cllr. Wickett declared an interest and left the room.

No objections proposed by Cllr. Dyer, seconded by Cllr. Dray. All in favour.

2009/01762 Mr. S. Fyfe, Trevillick Farm, Trevillick

Alterations and extension to existing dwelling, conversion and reformation of existing outbuilding to domestic carthouse garage

Concerns were addressed to NCDC a couple of years ago about the work being carried out to this property. Cllr. Flower took the plans to study and it was agreed that the Clerk would contact the Planning Department to request that comments on this application be given after the Parish Council meeting on the 3rd February. If this was not agreed by the Planning Department, Clerk to call further meeting. All in favour.

2009/01764 Mr. & Mrs. Simpson, 10a Atlantic Close, Treknow

Convert existing garage to bedrooms and construct new attached garage and construction of a conservatory

No objections proposed by Cllr. Dyer, seconded by Cllr. Dray. All in favour.

APPROVALS

The following approvals were noted:-

2009/01399 Mr. Simon Dore, Rock House, Treknow

Extending a pitched roof over an existing flat roofed building extension

2009/01334 Mr. D. Reddington, Penpethy Garage, Sanding Road, Tintagel

Proposed 4 no. B1 light industrial units to replace existing workshops

2009/01442 The Caravan Club, Trewethett Caravan Club, Trethevy

Siting of 10 new all weather caravan pitches, 2 new roads to access 7 of the pitches and a new road that will be screened from the public footpath via bunding

Cllr. Flower read his report on his attendance at the Liskeard Planning Meeting when this item was determined. He felt that Cllr. Brown had pre-determined the application and that he should be reported to the Standards Board for this. Cllr. Hodge mentioned that Cllr. Brown had been reported to the Standards Board following his actions during the sewage works application process and it was understood additional training was recommended. He also felt this current matter should be reported to the Standards Committee. Cllr. Flower felt Cllr. Brown was not attending meetings on a regular basis. Cllr. Hodge agreed with this and thought that the Parish Council should have open discussions with Cllr. Brown about such things and that he was not listening to his constituents or representing the people of the community. Clerk to liaise with Cllr. Flower on reporting the matter to the Standards Board.

REFUSAL

2009/01462 Mr. B. Francis, 1 Atlantic Way, Tintagel

Form new roof to accommodate living area, new pitch roof to garage and conservatory

Noted.

AGENDA ITEMS

Christmas lights and Disposal of old Christmas lights

The Clerk thanked the Committee for the successful switch-on event.

Information had been obtained from Trading Standards regarding disposal of the lights to the effect that they would have to be electrically safe and sold with Test Certificates, instructions for use etc. It was agreed that the Clerk would contact the Resource Centre in Bodmin to see if they were able to take the lights and if not the Clerk would contact Cornwall Council to arrange their disposal.

The Clerk advised that there were problems with some of the switches which she had had reported by the electrician and had already contacted SEC. A meeting is to be arranged with the electrician and SEC as soon as possible.

An article was noted from the North Cornwall Advertiser regarding the use of a Western Power cherry picker for installation of the lights in Camelford. It was felt that this service should be available to all parishes. Clerk to write to Western Power regarding this matter.

Cllr. Wickett expressed thanks to the Lighting Committee also. He felt that it should be noted that the Parish Council pay for the erection and taking down of the lights, power to the lights and other costs which total over £2000 per annum. He felt the ladies of the Lighting Committee could so with some further assistance and Mrs. Flew, who was present as a member of the public, added that she had 6 or 7 people interested in joining the Committee. She would advise the Parish Council once the new Committee was set up.

The Clerk noted she had requested some up-to-date financial figures from the Committee and these were awaited.

Tintagel Parish Plan

  • Programme of action

Some items have already come to light as requiring urgent attention I.e. dog fouling and retirement of the local Postmaster . It was decided to proceed with action on the Parish Plan with these two issues along with the "Communication" section. Cllr. Hodge suggested a local newsletter, possibly just a single A4 sheet folded to start with which could possibly be distributed through local shops and businesses, I.e. Spar, Londis, Boots, churches, school, pubs etc. Clerk would produce a draft newsletter with the assistance of Cllr. Hodge.

  • Dog fouling was becoming a particular issue in the parish. The Clerk had received further complaints about dog fouling in Molesworth Street. It was agreed that the Clerk would contact Cornwall Council to ask that someone visit the area on a regular basis and also to attend a meeting as soon as possible to advise the Council and the public what they needed to do in order to bring offenders to task. The Clerk would try and arrange this for the March meeting. Mr. Sandercock, a member of the public, felt that people needed to be made aware of the process. It was agreed to include this as an item in the first Parish Newsletter.

Cllr. Dray advised of some dogs belonging to a resident in Fosters Lane which were often allowed to stray and the Clerk would report this matter to the Cornwall Council Dog Warden.

Flags, Banners and Hanging Baskets

The banners were in a good state of repair.

The Clerk advised that almost all of the flags purchased some years ago featuring the Knights of the Round Table were beyond repair and had been disposed of. There were six Cornish flags which were still in good repair. Clerk to prepare list of properties on which flag poles were affixed and contact property owners to see if they wished the flagpoles to be removed or if they wished to provide flags themselves.

The Clerk had received a suggestion that the hanging baskets be displayed earlier in the season. It was agreed to try this for this year and the matter would be discussed at the next meeting.

Seat, Trewarmett Hill

The Clerk and handyman had visited the area. Although there were sites available on Cornwall Council land it was felt that a seat would not be provided at the present time.

Trevena Square

  • Public meeting to discuss future proposals - it was agreed that this would form part of the Annual Public Parish meeting in May.
  • Surface to bridge and walkway - The Clerk, handyman and Cllrs. Flower and Wickett had met with Chris Monk. He had carried out some remedial works to both the bridge and boardwalk and had given advice on ongoing work to the boardwalk to keep it free of debris.
  • Fencing to rear of toilet block - The handyman had repaired the wall in order to keep the area looking tidy, however there were concerns that feed for the horses in the adjacent field was being delivered via Trevena Square. The Clerk advised that she had spoken to Mr. Brown who she encountered delivering hay to the field adjacent to the Parish Council’s car park recently. Cllr. Hodge expressed concern about the liability and public safety should an accident occur whilst the tractor was delivering feed and also the damage that could be caused to the car park surface and the hedge. There was no right of way for this practice over the Parish Council’s land and it was agreed therefore that the Clerk should write to Mr. Brown and request that he cease using the Square to deliver feed with his tractor immediately as there was in fact another access to the field via a gate further down Fore Street.
  • Cornwall Council Parking Places Order - The Clerk advised that the Draft Parking Places Order had been prepared . She had advised Cornwall Council of an error with regard to the length of time cars could park in Trevena Square and this would be amended in the final Order. It was noted that the civil parking enforcement officers would be working in 3 shifts and could visit the car park at any time of day or night in order to issue Enforcement Notices.

CORRESPONDENCE

Cornwall Council - Camelford Community Network Meeting

The meeting cancelled in December was now proposed for the 8th February. Cllrs. Flower, Hodge and Dyer and the Clerk would attend and this would be confirmed at the next meeting of the Parish Council.

Tintagel Cricket Club - ECB Cricket Force 2010 - Request for assistance

Clerk to contact Mr. Brown to see what assistance could be given. Cllr. Wickett added that as the Parish Council had made a donation to the skate park insurance that this Cricket event should be supported. It was also agreed to offer Mr. Brown some space on the upcoming newsletter to write about the event.

County Councillor Brown - Councillor Community Grant Scheme

It was agreed that the Clerk would complete the forms to ask for grant assistance towards the notice board to be purchased for Trethevy.

Mebyon Kernow - Support for Cornish Diet campaign

Noted.

Cornwall Rape and Sexual Abuse Centre - Request for donation

No donation to be made at this time.

Tanyas Courage Trust - Request for donation

No donation to be made at this time.

It was proposed by Cllr. Dyer and seconded by Cllr. Wickett that the cheques be signed. All in favour.

The next meeting would be held on Wednesday 3rd February 2010 at 7.00 p.m.

There being no further business, the Chairman closed the meeting at 9.00 p.m.

          The Great Seal Hunt

The Royal SealWe never thought we would be hunting seals in Tintagel but we are!

The ancient seal of the Borough has disappeared. This seal was last heard of in the possession of Mrs. Symons of Bossiney about 100 years ago. The seal was used to impress sealing wax on to documents and the mark was as shown. The handle consists of two acorns and oak leaves.                            To see a copy of the actual charter look in 'Royal Charter'.           

 Has anyone seen the seal?

The inscription of the Seal reads 'SIGILLVM MAIORIS ET BVRGIENSIV BVRGI DE TINTAIOEL'.
