DRAFT Minutes of a Meeting of the Tintagel Parish Council

held on Wednesday  7th July 2010

 

Present:   Cllrs.   Flower, Wickett,  Dangar , Menhenick, Heath, Dyer,  Dorman & Hodge

Apologies:  Cllrs. Dray and Smith 

Three members of the public were present 

Invitation to members of the public to speak prior to meeting regarding items on the Agenda

(10 minutes allowed for this item)

A resident of Trenale Lane asked whether given the approval for application 2010/00217 an application had been made for a House in Multiple Occupation.  The Chairman advised that the Parish Council were not aware of an application and suggested the gentleman contact Cornwall Council’s Planning Department for advice. 

Declarations of Personal and Prejudicial Interest

Cllr. Dyer declared an interest in Planning Application No. 2010/00718

Cllrs. Heath and Wickett declared an interest in Planning Applications 2010/00725 

Minutes of the previous meeting 2nd June 2010 and Matters Arising

Cllrs. Flower and the Clerk gave feedback on the Tourism meeting they attended the previous week in Saltash. 

Cllr. Dorman proposed the Minutes be signed as a true record, seconded by Cllr. Dyer.  All in favour. 

REPORTS

Police PCSO Groves reported that there will be 5 members of the Police on duty on Carnival night, all evening until the carnival is over and the pubs have closed.  There are no plans to have a marquee at the moment.

He had spoken to Highways about hedge and verge cutting and although the verges have been cut, the hedges are still in need of attention, particularly from Tregatta to Treknow and Tregatta to Treven.

He mentioned the junction at Bossiney where overgrown foliage is blocking vision.  Clerk to report to Highways. 

?         Speed watch - the Speedwatch at Tintagel Primary School was attended by Cllrs. Dyer and Menhenick.  Only one speeding car was stopped.

?         Dog Awareness Day - This event will be held on Tuesday 27th July at Glebe Cliff from approx. 10.00 a.m. - 1.00 p.m. and at Trevena Square from approx. 1.00 p.m. - 2.30 p.m.  As many councillors as possible to attend the event in Trevena Square to help out and give advice.

?         Camelford Police Newsletter July 2010 - noted. 

CCC  C/Cllr. Brown Budget cuts of £13m need to be  made by Cornwall Council.  Free swimming for the over 60s has been scrapped and a concessionary rate is available at Camelford of £2.30.  Schools in West Cornwall will be affected by the cuts in funding for renewal of secondary schools. 

Discussion took place about the salaries of Chief Officers at Cornwall Council.  Cllrs. Dyer and Flower expressed concern about the salaries of officers bearing in mind the low wages generally throughout the county.   

Grass cutting has been carried out at The Butts and it is hoped the service will be more streamlined next year. 

Noisy manholes have been corrected at Rocky Valley/Bossiney Hill. 

PCSO Groves asked about replacement of the direction sign at the bottom of Bowithick Hill. 

The Clerk  asked about the 40 mph signs through the Allen Valley. The 40s have been blanked out by Cornwall Council as the speed limit is not in force when there is no work being carried out.  The Clerk and all members present expressed concern at what had been done to the signs bearing in mind the limited amount of funds available for replacements. 

Cllr. Wickett expressed concern about the poor workmanship on grass cutting and felt the first cut should be carried out earlier. 

Cllr. Dangar expressed concern about the lack of presence of the Civil Parking Officers.  He also mentioned this to PCSO Groves who advised that unless an obstruction is caused the police cannot take any action. 

Cllr. Dyer reported letters missing from the sign at the bottom of Molesworth Street. 

Playing Fields Cllr. Menhenick attending a recent meeting.  It is understood work will be carried out on the skate park next week. 

The Youth goalposts had been broken and removed and the police called. 

Camelford Community Network Meeting - 8th June - Cllrs. Heath/Wickett

The Clerk read out the notes of the meeting provided by Cllr. Heath.  The Highways Dept. will be attending the next meeting on the 14th September and questions need to be sent from the Parish Council to be put to them before the meeting.  Councillors should forward any questions they feel need to be asked to the Clerk over the next 6 weeks.  Cllr. Hodge felt there may be some points raised in the Parish Plan Highways Section which would be forwarded.  It was also felt that the meetings are not being held often enough. 

Christmas Lighting Committee  Cllr. Smith

Cllr. Smith was not at the meeting.  The Clerk had received the Minutes of the last two meetings.  It was felt that she should ask the Lighting Committee to carefully consider the lighting across Molesworth Street bearing in mind past problems with connections.  The lighting referred to for the Spar Shop should actually be referred to as Trevena Square and the lights could be erected on the banner poles as a temporary measure.

Mention had been made at the meeting that there were lights to repair.  In fact all faulty lights had been deemed irrepairable and had been scrapped. 

PLANNING APPLICATIONS 

2010/00718   Mr. Dave Gabriel, White Horses, Ye Olde Toll House, Bossiney Road, Tintagel

                       Change of use from a retail unit to a launderette

Cllr. Dangar felt a launderette was well-needed but was concerned about parking.  Cllr. Flower said there were spaces at the rear.  Cllr. Menhenick proposed no objections, this was seconded by Cllr. Flower.

Cllr. Hodge proposed an amendment that no objections be raised with a condition that adequate parking be provided.  This was seconded by Cllr. Dangar.  4 votes for 3 against.  One abstention. Carried.

2010/00725   Haulfryn Group, Bossiney Bay, Haulfryn Coast, Bossiney

                       Proposed relay out for 27 lodge style holiday caravans to include use of existing touring caravan and camping area together with Environmental Improvements

Cllr. Flower felt an objection should be raised as the site is extended into the lower area, the balconies on the units are built on the wrong side and overlook neighbouring properties and there is no longer any provision for tourers and tents.  This was seconded by Cllr. Dorman.  Cllr. Dangar proposed an amendment as he felt the tourism was needed, this was seconded by Cllr. Menhenick.  2 votes for, 3 against, 3 abstentions.  A vote was taken on the original proposition, 4 votes for, 4 abstentions.  Carried. 

Cllr. Brown added that the units would be for short let and not be sold. 

Cllr. Hodge felt the height of all the units should be challenged.

Cllr. Flower proposed no objections, seconded by Cllr. Dorman.  5 votes for, 3 abstentions.

AGENDA ITEMS 

National Trust - proposed grazing scheme at Glebe Cliff

The Clerk read out a letter from the National Trust.  It was agreed that a meeting be arranged with the National Trust regarding Glebe Cliff.  Clerk to arrange. 

Tintagel Parish Plan

?         Newsletter and feedback - The Clerk reported that she had had some positive feedback regarding the newsletter. 

?         Speeding Traffic - it was agreed that as the Parish Council was unable to get anyone from the Highways Section to attend their meeting, that this issue be raised at the Community Network meeting.   

However, a request would be made for the flashing reminder signs to be sited in the parish again and PCSO Groves would speak to Cornwall Highways about repeated 30 signs. 

Accounts 2009/2010

The accounts had been signed off by the Auditor. 

Trevalga STW

Cllr. Heath had received a call from Mrs. Foley regarding noise and odour issues.  A generator has been running and causing a low drone.  Cllr. Wickett had had a conversation with a representative from Bam; the system has been operating for 2 weeks and effluent is being discharged at Bossiney.  Emissions are deemed to be almost as good as that from a tertiary system.  Cllr. Wickett had made a site visit following Cllr. Heath’s email and on that particular occasion no noise could be heard.  Cllr. Heath confirmed that the generator was no longer be used. 

Cllr. Brown advised that the system was fully operational from the Tintagel end.  Additional lagging had been carried out.  He had visited 3 times and there was no noise, again one visit was the day after the complaint by Mrs. Foley and on the other two occasions the wind was blowing in the opposite direction.   

Cllr. Wickett felt that support should continue to be given to Mrs. Foley as necessary. 

Cllr. Heath advised about Trevalga as a whole being up for sale.  He felt this was a sad outcome of the sewage works being sited at Trevalga.  Cllr. Wickett felt the publicity over objections to the siting of the sewage works had also made Marlborough College aware of just what there was at Trevalga. 

Cllr. Wickett felt  a speedy decision was needed on the application regarding Condition 15 of the Planning Approval.  Cllr. Brown had spoken with Ellis Crompton-Brown and no report was forthcoming at the moment. 

Trevena Square

The Clerk advised that the additional War Memorial was to be built in the square over the next two weeks with a dedication ceremony to be held on the 31st July to which all Parish Councillors were invited. 

The Clerk had received information from Mr. Hart with regard to architect’s fees. 

Cllr. Heath felt that the wall needed to be knocked down first before any other plans were made and Cllr. Hodge felt a sketch of ideas was needed.

The Clerk advised that the architect would draw plans and someone different was needed to create an “artists impression”. 

It was agreed that no plans would be requested to be drawn up until the wall had been knocked down and the entrance made good. 

CORRESPONDENCE 

Cornwall Council

?         Planning and Regeneration Service - Guidance for local councils - Clerk to provide all parish councillors with a copy.

?         Residents parking signs, The Butts - signs could not be provided as a residents parking scheme is not in place.

?         Active Partnering - The Clerk had provided all councillors with copy correspondence.   It was agreed that all councillors would ready this over the summer and the matter would be discussed again in September with a view to making a bid for some services.

?         Application for road closure - Delabole Carnival - noted.

?         Application for road closure - Tintagel Carnival - noted.

?         Code of Conduct Training - No further information has been received as a result of the recent complaint.  However, a training session is being held at Delabole in July and the Clerk along with Cllrs. Dyer, Heath, Dorman, Wickett and Menhenick agreed to attend. 

Letter from Sylvan Frith re:  possible Community Task Force Projects

The Clerk outlined the details.  This matter will be discussed in September when all councillors are asked to bring forward any items or projects they feel could be considered for such a scheme. 

RSPB - Use of Trevena Square for promotional marquee

Agreed that the RSPB could use the square on any of the dates mentioned. 

Email from Mr. N. Spurdens re:  nuisance caused by feeding birds

The Clerk had already advised Mr. Spurdens to contact Cornwall Council’s Environmental Health Department regarding this. 

Arqiva - Existing Vodafone Mobile Broadband installation at Bossiney

The planning permission for the existing installation is due to expire and a renewal application will be forthcoming. 

Joyce Whitehouse Party - Request for donation

Cllr. Dorman proposed a donation of £35.00, this was seconded by Cllr. Flower.  All in favour. 

Tintagel Tennis Club - Request for donation

Cllr. Dyer declared an interest.  Cllr. Hodge proposed a donation of £500 be pledged towards the resurfacing/floodlighting which would be paid when work was due to commence.  This was seconded by Cllr. Heath.  8 votes for, 2 abstentions. 

BTCV - The Conservation Charity

Tabled. 

North Cornwall Group of Councils - Meeting 21st July 2010

Cllr. Dorman to attend. 

English Heritage - Wharncliffe Stone

Clerk to contact Lee Sharpe regarding ownership of the land and ask if he was agreeable to the Parish Council making an application to move the stone.

ACCOUNTS PAYABLE 

Cllr. Dangar commented on the payment for the hanging baskets in that they were the best we have ever had.  The baskets are looking lovely and are being watered on a regular basis by the Parish handyman. 

It was proposed by Cllr. Flower and seconded by Cllr. Heath that the cheques be signed.  All in favour.

The next meeting would be held on Wednesday 1st September at 7.00 p.m. at the Social Hall. 

There being no further business, the Chairman closed the meeting at 9.45 p.m.

          The Great Seal Hunt

The Royal SealWe never thought we would be hunting seals in Tintagel but we are!

The ancient seal of the Borough has disappeared. This seal was last heard of in the possession of Mrs. Symons of Bossiney about 100 years ago. The seal was used to impress sealing wax on to documents and the mark was as shown. The handle consists of two acorns and oak leaves.                            To see a copy of the actual charter look in 'Royal Charter'.           

 Has anyone seen the seal?

The inscription of the Seal reads 'SIGILLVM MAIORIS ET BVRGIENSIV BVRGI DE TINTAIOEL'.   
(The sacred symbol of the Mayor and Burgesses of the Borough of Tintagel)
