DRAFT Minutes of a Meeting of the Tintagel Parish Council

held on Wednesday  3rd February 2010

 

Present:   Cllrs.   Flower, Wickett, Dangar,  Hodge, Dorman, Heath, Dyer, Smith & Menhenick

Apologies:  Cllr. Dray

 

Two members of the public were present 

Invitation to members of the public to speak prior to meeting regarding items on the Agenda (10 minutes allowed for this item)Steve Brown spoke about the Cricket Force weekend and Tintagel’s event to be held on Sunday 28th March from 10.00 a.m.

Cllr. Hodge noted that the Parish Plan contained information relating to parishioner’s wishes to see the site developed and looked after for the future. 

Mr. C. Pound, Post Office representative re:  Relocation of Post Office services, Tintagel

Mr. Pound spoke about the future of the Post Office in Tintagel.  Mr. Goward will retire at the end of February although his daughter has agreed to operate the Post Office on a part-time basis until the end of March.  The Post Office premises will not be available after that date and the Post Office is in discussions with two businesses at the moment with a view to one of them continuing the service.  It is hoped that the service will be relocated and ready to operate from the 6th April 2010, however a new Post Office computer system nationwide may mean a delay to this date which would mean a temporary lack of a Post Office service in the village.  Cllr. Wickett asked if an identical service would be provided and Mr. Pound responded that most services would continue apart from the Passport checking service and possibly Bureau de Change facilities.

Cllr. Flower stressed that the village could really not manage without a Post Office and that every attempt should be made for continuity of the service. 

The Chairman opened the meeting at 7.20 p.m. 

The Clerk gave details of some events she had been advised of since the Agenda had been prepared:-

Minutes of the previous meeting 13th January 2010 and Matters Arising

A bank statement had been provided by the Christmas Lighting Committee but as it was out of date a more recent one would be requested by the Clerk. 

REPORTS 

Police - PCSO Terry Groves attended the meeting.  There were no crimes to report.  He distributed copies of the Local Policing Newsletter whereby councillors and the Clerk could sign up to receive the newsletter by email.  A drop-in session would be held locally and he gave the Clerk posters giving dates and times to display in the Parish boards.  Cllr. Dangar expressed concern about underage drinking at Carnival time and in general and asked for more police presence. 

CCC  C/Cllr. Brown outlined a new street lighting scheme to reduce costs.  The scheme would be sensor controlled and the Parish Council would be consulted.  It was hoped that there would be savings of £15m from the unitary authority.  The main topic of discussion at the moment is office space and he added that out of 74 offices, 30 could be closed in the future.  A meeting was being held the next evening in the Council Chamber, Camelford of the Resources Scrutiny Committee where the future of the Higher Trenant Offices in Wadebridge would be discussed.  Cllr. Dyer asked about the extortionate salaries of the CEO and chief officers and expressed her concern bearing in mind how poor the County was. 

Trevalga Construction Liaison Group meeting Clerk/Cllrs. Hodge & Wickett

Cllr. Hodge updated members on the Liaison Group meeting held that afternoon.  There is to be an archaeology presentation for local people in late March.  Work to the pump station at Tintagel Haven is more complex than first thought but it is still hoped to complete work before Easter.  The pipeline in the area of Rocky Valley had been shifted to the left due to problems with the foundations of the road surface.  Working hours will now include Saturdays in order to catch up with delays caused by the recent spell of bad weather.  The raised manhole in Bossiney car park will be looked at once work has completed using the haul road.  Revised schedules of work had been given out at the meeting.  Cllr. Wickett had sent notes to the meeting expressing concern about the pump house in Back Lane and SWWA had noted the request for additional planting.

?         Copy correspondence to Nicholas Pearson Associates had been received regarding Planning condition 15 relating to noise levels.  Cllr. Hodge updated members on the details of this condition and the need for it to be revised due to an error by SWWA‘s noise consultants. The Clerk had been in contact with Cornwall Council and an application had been lodged which would be forwarded to the Parish Council in due course.

Cllr. Dangar asked that the Clerk report the speed of the blue tractor which is being used when it is travelling in Fore Street.

The Clerk advised councillors of copy correspondence she had received from Mr. Waddy of Trevillett Mill concerning damage to his entrance and this matter had been discussed at the liaison group.  Mr. Leigh, SWWA, is liaising with Mr. Waddy regarding this issue.

Cllr. Dorman proposed no comment be made on this application.  Seconded by Cllr. Dyer.  One abstention.  Remainder in favour. 

2009/00024   Mrs. J. Slade, land off Trelake Lane, Treknow

                       Construction of field shelter for ponies and install grasscrete track for access

Cllr. Smith proposed no objection to this application. Seconded by Cllr. Dorman.  All in favour. 

2010/00069   Mr. B. Francis, 1 Atlantic Way, Tintagel

                       Construction of conservatory and demolition of garage and construction of single storey side/rear extension

Cllr. Smith proposed no objection to this application.  There was no seconder.  Cllr. Dorman proposed no comment be made on this application.  Seconded by Cllr. Dyer.    All in favour. 

APPROVALS 

The following approvals were noted:-

Modification of condition 5 of decision notice 82/2142 to read the occupation of the dwelling hereby permitted shall be limited to a person wholly or mainly employed or last employed locally in equine activities (restricted to horse breeding, eventing and the breaking and schooling of horses) agricultural or forestry or a dependant of such a person residing with them, including a widow or widower of such a person

The Clerk had received no applications for co-option.

Discussed previously with Mr. Pound.

?         Newsletter

The Clerk had made a start on the newsletter and would contact the school to see if they wished to make a contribution.  PCSO Terry Groves would also provide a small article. 

The Clerk confirmed the Cornwall Council Dog Warden would attend the next meeting and suggested that the press and David Flower be invited with a view to getting an article in the local paper about the problem with dog mess in the parish.  The Clerk would also prepare some slips to be distributed locally encouraging parishioners to attend the meeting and to report offenders. 

Hanging Baskets - quotations for filling earlier in season

Clerk to contact Brooks, Bodmin Plant and Herb Nursery, and Homeleigh with a view to getting the baskets filled earlier.  Clerk also to contact Cornwall Council Gardens Dept. for advice on the type of plans suitable. 

Trevena Square - inclusion in Cornwall Council Parking Places Order

Nothing further to report at this time. 

Electricity supply to Bossiney Red Telephone Box

The Clerk had received a letter outlining revised charges for the lighting to the box.  Cllr. Smith proposed the door be sealed if possible, the box be painted and the light disconnected.  This was seconded by Cllr. Dorman.  All in favour. 

CORRESPONDENCE 

Cornwall Council - response to letter re:  highway repairs and improvements

The contents of the letter regarding future repairs to local roads was noted. 

Camelford Community Network Meeting - 8th February 2010

The Clerk and Councillors Flower, Hodge, Heath and Dyer to attend. 

Letter from Trevena-Tintagel W.I. -  correspondence at November 2009 meeting

As no representative attended from the W.I. it was felt that no further discussion was needed concerning this matter. 

Western Power -  use of cherry picker for erection of Christmas lights

Western Power could not provide the use of the cherry picker to a third party.  Cllr. Heath had some training for using a cherry picker and it was agreed he would check the details of this with a possible view to hiring one next Christmas. 

ACCOUNTS PAYABLE 

It was proposed by Cllr.Dyer and seconded by Cllr. Dorman that the cheques be signed.  All in favour.

The next meeting would be held on Wednesday 3rd March at 7.00 p.m. in the Social Hall.

                                                 PARISH COUNCIL NOTICE BOARDS    

These boards are regularly updated and contain much information on local events and organisations affecting parishioners.
The Council normally meets on the first Wednesday of every month at the Social Hall at 7.00 p.m. 
The Agenda is displayed on the notice boards prior to the meetings.

          The Great Seal Hunt

The Royal SealWe never thought we would be hunting seals in Tintagel but we are!

The ancient seal of the Borough has disappeared. This seal was last heard of in the possession of Mrs. Symons of Bossiney about 100 years ago. The seal was used to impress sealing wax on to documents and the mark was as shown. The handle consists of two acorns and oak leaves.                            To see a copy of the actual charter look in 'Royal Charter'.           

 Has anyone seen the seal?

The inscription of the Seal reads 'SIGILLVM MAIORIS ET BVRGIENSIV BVRGI DE TINTAIOEL'.   
(The sacred symbol of the Mayor and Burgesses of the Borough of Tintagel)
